WASHINGTON, D.C., July 23rd 2025 – Following the release of the Trump Administration’s AI Action Plan, SeedAI released the following statement from Austin Carson, Founder & CEO:

“The Administration's AI Action Plan is the bold bet America needs to capture the transformative power of artificial intelligence,” said Austin Carson. “It wisely targets critical, high-ROI areas we highlighted in SeedAI’s response to the RFI and identified through our Accelerate Science Now coalition: American AI research infrastructure, robust private evaluation ecosystems, and accelerating scientific discovery.

“SeedAI looks forward to leveraging our existing and new efforts to help deliver on this vision, in concert with the Trump Administration, Congress, and industry."

  • ON NAIRR: “I am thrilled to see a significant focus on one of our top priorities over the last several years: building up the National AI Research Resource (NAIRR).

  • The Trump Administration is reinvigorating their bet on American ingenuity from the President’s first term, and with it we will finally provide America’s best and brightest researchers – many of whom are yet unrecognized because they live in neglected areas of the heartland – with the computing power and tools they need to be competitive.

  • We are encouraged by the plan to leverage the NAIRR for open-source development, combating recent releases of powerful Chinese open-source AI.

  • The NAIRR is a keystone of how we can redefine what's possible in science and technology.

  • ON SCIENCE: “The Action Plan’s commitment to bringing the Focused Research Organization model to federal R&D has the potential to supercharge American exploration of the very hard problems – and significantly accelerate scientific discovery. With these new programs at the NSF and the focus on cutting-edge research partnerships, we can finally find the solutions that will drive scientific supremacy in the U.S.”

  • We are pleased to see the Plan address a critical issue in modern science: availability of high-quality datasets. Requiring sharing of non-sensitive data from publicly-funded research has the potential to dramatically accelerate scientific progress through AI, ensuring American researchers can drive transformative advancements in medicine, energy, materials science, and beyond.

  • We also strongly support their push for automated labs. Automating the more routine parts of scientific progress are central to the future of innovation in America. The Action Plan wisely puts this front and center.

    • We most appreciate that for this Administration, automation is about getting more scientists in labs, not fewer. Automation and AI integration allow researchers to spend more time on groundbreaking science and research validation rather than repetitive tasks.

  • ON EVALS: “The Action Plan also smartly leverages the federal government’s convening power and public-private partnerships through trusted institutions like NIST and CAISI to advance the science of AI evaluation.

  • Too many AI evals and benchmarks are more “vibe-based” than science-based. If we can’t accurately understand and evaluate AI in real-world scenarios, everyday Americans won’t trust it in the most sensitive (and often most important) areas like healthcare or military application.

  • The benefits to individual Americans, private-sector progress, and National Security require trust, point blank.

  • Their approach to building private ecosystems ensures that we have much-needed competition – rather than regulatory capture – to create smart, economically invigorating regimes of evaluation.

SeedAI is a nonpartisan nonprofit that works to ensure AI meets the real needs and concerns of people across the U.S. while advancing national leadership on the world stage. We fill gaps that limit understanding or application such that AI leads to a brighter American future.

SeedAI cultivates a foundation for broad participation in AI development and governance across the U.S. by building regional AI capacity and fostering engagement. We shape policies and programs through public-private partnerships to steer AI to be as broadly beneficial as possible, providing policymakers guidance on how to make AI work for their constituencies and all Americans.

Austin Carson is the Founder and CEO of SeedAI, a nonprofit organized around the belief that in order to responsibly harness the power of AI, we need frameworks and environments to co-create, evaluate, and make active decisions on the technology and the policies that govern it. Previously, Austin established and led the DC government affairs operation for NVIDIA, translating NVIDIA’s expertise in artificial intelligence and high performance computing for policymakers. Prior to joining NVIDIA, he held a number of public sector and NGO positions, serving as Legislative Director for Chairman Michael McCaul and Executive Director for the Technology Freedom Institute. Austin co-founded the Congressional Tech Staff Association, co-led the Congressional Cybersecurity Caucus and the Congressional High Tech Caucus, and is a founding fellow of the Internet Law and Policy Foundry.
